Just got the Specialized Expedition back from paint, and so now it's time to build it up. I've got most of the parts, and will begin this weekend, but figured that I may as well figure out what fenders to get. The frame's got wide clearance, and good mounting places. Current tires are 33mm for it, but I could see myself moving up to as high as 37mm in the future.
Ideally, I'd like either a high polish metal, or matte black metal. No p-clips or zip ties.
What would be YOUR suggestion?

This is one place where Velo Orange is making pretty decent stuff. Their aluminum fenders are reasonably priced and work nicely. Free Range normally has a good selection in stock for the same prices that VO sells them for online.
For metal fenders with rolled edges you want them to be about 15mm wider than your tires. That means 52mm for 37mm tires, or around 47-48mm for 32s.
The other ones that work nicely for me are the Berthoud stainless fenders. The 50mm ones really measure about 46-48mm wide and work nicely for tires of this size.
Plastic fenders themselves aren't so bad, but the mounting hardware just sucks. It lets them shake and rattle all over the place, drips water onto your foot, and they look cheesy too. However they are a lot easier to install, especially on bikes that are only partially fender friendly (like most older touring bikes).

Traitor with V-O 48mm fluted fenders over 700x35 (don't see these for sale on the V-O site any more)
I think Alex is right on with his width recommendations, mine are a bit too close. Finicky set up and to keep from rubbing, and I get more spray out the sides because the tire width is so close to the fender width.

Free Range will also let you take a pair of VO fenders outside to verify fit before purchase, I've done this twice to find the correct size. Plus, it's fun to support one of the best LBS in town.
