I have a stainless steel rear rack that I want to route some wiring through. Is this a dumb idea? Drilling the holes?

What model of rack is it?
I have drilled wire access holes in my Tubus racks where there are two layers of tubing brazed to each other (a bridge brazed to the curved stay). The bottom of Tubus racks is already open. I copied the idea from Andre. This doesn't make anything weaker. Here is an example:

It looks Tubus-esqe, but it shares the same design and so you can drill it the same way. Just center the hole on the doubled up stay.
Stainless is annoying due to work hardening, use a good centerpunch, sharp bit, and lots of cutting oil and lots of pressure at a low rpm. You probably know this, but others reading the thread might not.

for running the wires, I think Andrew had mentioned that taking a piece of piano wire, making a small hook on the end, and then using that as a feeder down the tubing worked for him.

I ended up using 40# test fishing line and a needle. Worked good enough.
