If you are going to replace the wheels, then 700c won't be a problem since your frame geometry isn't freakishly tight or anything.

the brakes may or may not be long enough, aaron sells metal extenders for the brakes if you need them
i still got a 700c track wheelset for sale :)

The difference between 700c and 27 inch wheels is minimal. You should be able to suck up the difference by moving your brake pads up and down on the brake arms.
My no-shit answer for where to get wheels is to have Aaron build you a set. It'll cost you a bit more up front, but he builds a damn strong wheel and guarantees his work provided you aren't doing outrageously stupid things with them.
A good second option is buy the materials and have someone show you how to build the wheel. If you have someone good looking over your shoulder when you do it, you'll gain a hell of a lot in terms of knowing how to take care of your wheels.

and what things about my bike/wheel do I need to take into account when looking for some hubs?

I don't know much about the finer details of fixies. I've never owned one. Since I'm not known for suffering fools gladly, I'll avoid being one myself and shut the fuck up on this point.

dang, and, I am not really 100% on the fixie thing, I like my gears, I have to admit, and I like going on long rides, and being to keep up on hills, matter of fact, I doubt I could make it up a large number of the hills I go up on my bike without those gears.

there's a price one must pay in order to be better than everyone else. that's a high price. i think there's probably a lot of rimming in your future. i found a couple of studies that you likely qualify for...i'm serious. i'm medical bill free just for having been a test yeti. call me when phil wood is more important than your dignity.

what? I just want my bike to go as fast as it can!
why I like bikes, is because they go fast (actually another reason I don't like fixies) fuck that, i am keeping my gears, I dont want my legs to be able to keep up with my tires.

Decide what you want the bike to do and go from there.
As is, the bike still has a lot of life in it. The only issue you really need to be thinking about is the drive train. That Malliard Helicomatic hub is obsolete. When that goes, you will need to replace the whole hub.
Here's what you could do: Get a new rear wheel built around, say, a seven speed hub. You'll probably need to get a new rear derailleur too. But since seven speed shit is pretty old too, it shouldn't be horribly expensive.
Your friction shifters should work with a seven speed derailleur too. That's the beauty of those things. They just don't give a shit.
Those two things shouldn't cost you more than about $150.
