I inherited a nice lugged steel frame that suffered a ghetto paint job. It's bumpy and there are runs and everything. So what do I do?

Sand/media blast it and have it done right? ($300)
Sand it and paint it yourself? ($40 paint + 10-20 hours of your time)
Put more stickers on it and roll with the crappy bike style? (Free)
