I say this guy in the U District yesterday:
Riding brakeless on a single speed freewheel. He was slowing his descent by dragging his foot on the rear tire. I checked out the bike, a beater with a neopolitan rattle-can paint job, and asked him if I wasn't mistaken. He said, through his bandana (so, so cool) that at least he wore a helmet.
This man will probably not be with us for very long. Sadder still, the machismo fad of riding impractical set-ups in a city with huge hills shows no sign of leaving.

i have witnessed a guy on a road bike on a single trac trail in the grand state of al.

I saw a guy with no brakes the other day free-wheeling down Eastlake and I'm like "holy shit!". Then, I realized he was able to slow down with an internal-hub brake. Pretty slick.
I love my brake. Maybe someday I'll be cool enough not to need one, but it sure helps when I'm bombing down Denny.

bmxers ride like that all the time, and i know there was a great video somewhere of a guy winning a crazy skid competition with his brakeless singlespeed. it's not completely unheard of.
personally, i'm a big fan of front brakes that are a little stronger than the ones on my chrome-rimmed cruiser and a little weaker than a dr. pepper can.
