Tolls could be a way to finance the bridges and 405 work that has to be done, either way. Go to the east coast, and midwest, almost all the highways are toll roads.
I like that they're at least looking side the box for solutions, not just running out another regressive tax.

A user TAX that will cause drivers to THINK every time they fire up the horseless carriage about whether the trip they are about to take is really necessary and/or if it could be done using another form of transportation.
These taxes have been successful in London, England.

These water taxis have been successful in Seattle.
Aaron's Bicycle Repair supports the water taxi.

Not true. There are _some_ toll roads. Good luck finding one in Michigan, Iowa, Wisconsin, Minnesota, etc. etc. The only one I know of is the turnpike east out of Chicago (? or somewhereabouts).
