My roommates rebuilding a bike with 27 1 1/4 wheels, but we're having a tough time finding a rear replacement. Is there some un-written holy law that says he can't put 700s on?

27" wheels = 630mm effective rim diameter.
700c = 622mm effective rim diameter.

so you basically just need to ensure that there's four more millimeters of reach left in the brakes, otherwise you're set.

What are you looking for in a 27" wheel? i.e. steel/aluminum, freewheel, freehub?

Also, Lee is correct. You might already have sufficient brake reach to just drop a 700c wheel in. Or you might not. Then it's time to start looking at drop-bolts, a longer reach brake, or drum/disc brakes.

Lee gave you the Bead Seat Diameter (BSD) dimensions. Effective Rim Diameter (ERD) is different, it is used for calculating spoke lenghths, a deeper dish wheel will have a smaller ERD. Thus, two rims may have the the same BSD but different ERD.
