WHAT: A ride of enough cyclists to clog up lower Fremont at rush hour. This will be a legal ride, which means we ride two by two and obey all traffic laws.

WHY: The city has caved to pressure from businesses and developers and has decided to go against the recommendations of the bike master plan and leave a six-block gap between 34th & 40th on Stone Way N, as well as continue the closure of a section of the Burke-Gilman in Fremont thru 2008.

WHO: All cyclists who are concerned about fundamental community-planning towards a better future and private interests trumping public safety.

WHEN: We are having a preliminary meeting to make signs, discuss, and distribute flyers on Wednesday, July 25th, at Gasworks by the steam engines. Meeting time approximately 6pm (can I get some input on this, guys?). The ride date has not yet been set, we will post when this info becomes available.

You can help by: showing up at the meeting with ideas, initiative, info, supplies for signs, and of course, your bike.

I'll bring a pannier-full of dumpster bread for us working stiffs to munch on, if you feel you'll work better with snacks, please feel free to supply, if you can!

Any ideas what the ride loop should be? Obviously lower Stone Way needs to be a part of it. Also 34th. And it would be nice to ride by Suzie Burke's office, which I believe is at 34th and Evanston (above the Red Door).

Two ideas:

First, we need to get a hold of a copy of the environmental checklist/worksheet which they had to fill out for the Lakeview Building (that's what's closing the trail). Every project has to fill one of these out; the developers seek to minimize the impact their project will have, the city generally agrees that the project has 'no significant environmental impact' (a DNS, or Declaration of Non-Significance). Effects on traffic including during construction, are included on the checklist.

This means (I surmise, without looking at the facts), that both the developer and the city have declared the effect of closing the BGT for one year to be insignificant.

Our talking point: The city and the developers say bike traffic in Fremont is not significant. We're showing them that they are wrong.

Can anyone bike down by the project today (it's east and north of the Adobe building) and get me the project number? Hopefully there's a big white sign somewhere with that info. If not, there's sometimes a small flyer posted with 'Construction conditions' (e.g., no work before 7am). I'll try to swing by the DPD downtown tomorrow before I hop a train for Portland, and make a copy of the relevant documents, but it helps to have the project number.

Second possible talking point: The purpose of our ride is, if you will, to practice cycling in Fremont under the rules the city and the developer have laid down. They want us to ride on 34th instead of the trail. Fine, let's practice that. Best to do it during rush hour, when it's most challenging. For those who are less experienced, we offer a ride partner who rides (legally) next to them, and helps them take the lane. Where bicycle lanes are too close to parked cars, we take the lane for safety. If the Fremont Bridge sidewalk is crowded (and the riders are comfortable with it), we take the bridge lane. If they don't provide us with a bike lane on Stone, we take a lane on Stone.

As for the route, I suggest we try to ride across the bridge (and then turn around and come back), and also ride up Fremont, which I believe has another marked bike lane in the door zone (and is, coincidentally, also a traffic choke point during rush hour). Whatever route we decide, someone needs to try it out a few times to work out any kinks. It's not necessary (and, I would argue, not desirable) to keep everyone in a pack, but if we try to cross the Fremont Bridge and then turn around, how do we do that safely and quickly (I'm thinking cross on the Nickerson/Westlake crosswalk immediately at the south end of the bridge, which provides for a collection point for a few riders on the sidewalk approaching the bridge)? What do you do at the Fremont/39th intersection? What lane do you use to go under 99? Etc.

agreed! spread the "love" around that way it would give the impression of greater bike traffic (since we're so unimportant).

I agree. I don't know, however, whether people will keep in small groups if, say, they're stopped at a stoplight, particularly if there's a long line of cars (or bikes). I think people will try to skirt around the cars, which may actually be counterproductive. I'd rather see people stay in the car lane, wait their turn, and, coincidentally (I'll keep using that word), clog up traffic even more.

This would also give us more time to show our signs and chat with the friendly passers-by.

I'm not sure that adding the Fremont Bridge to this route is worth the trouble. Since the issues we're focusing upon are Stone Way and the BGT, I'm thinking we should stick to the areas most affected by the lane striping and the trail closure.

Something to discuss Wednesday. But you definitely should not avoid both the Fremont Bridge and Fremont Ave, as your route did. We have to go north, and Fremont Ave has the bike lanes (and, coincidentally, the heaviest traffic).

Erica Barnett from the Stranger contacted me asking if she could come to the meeting and ride. I said 'of course!'

Can you repost info on the Cascade boards, etc?

Also: a friend of mine with some experience on political campaigns will be present and said he'd be willing to give his input on how to communicate with the city effectively. I think it's important we communicate to them what we DO want, not just what we don't.

Thank you for pulling thru with route-planning discussion, I am fairly clueless about biking routes in the area that don't involve the bread dumpster and are outside of the gloaming hours.

Here's a slightly modified loop that incorporates a segment of Fremont Ave. As well as Suzie Burke's office, the SPD-controlled stop sign at PCC, the BGT closure and the Stone Way non-striping. I think if this is done in a counter-clockwise direction, all turns are legal.

thats a great route. covers just about everything

i know that the 38th/under aurora section going clockwise (towards fremont) at rush hour time (5-630ish) would make a huge traffic pile. especially if bikes were taking lane space and crawling along with cars.

if there are enough people out, id say send them out in both directions and have them circle around for an hour or two.

The anti-cruising ordinance as written is specifically for motor vehicles.
I was curious if this proposed ride could be in violation so I checked it out.

SMC 11.69.030 Cruising prohibited in traffic congestion area.

No person shall drive or permit a motor vehicle under his or her
control to be driven within a posted traffic congestion area in the
same direction more than one (1) time within a four (4) hour period.

Riding on the road: When riding on a roadway, a cyclist has all the rights and responsibilities of a motorist (RCW 46.61.755)

I can't recall any related signage posted in Fremont, whereas it is on say Alki.

My point being since those signs aren't posted in Fremont, we should be fine. If not, well, I guess I break that law several times throughout the day. oops.

There are laws that are for vehicles and other laws that are specifically for motor vehicles. The text of RCW 46.61.755

(1) Every person riding a bicycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this chapter...

specifically states that bicycles are subject to vehicle laws.

The anti-cruising ordinace specifically states "a motor vehicle..." therefore other vehicle types are not subject to it and cannot violate that ordinance because they lack a motor.

it's been linked on the cascade site a couple times. i also invited david hiller out on wednesday on email, he knows this issue really well and is all over it in the papers. it would be nice to get them onboard for the ride, they have a ridership that outpowers ours tremendously. even if we play with them in jest on some issues and rides, this issue we are both on the same side

the people ive spoke to over at cascade on email seem pretty receptive and into it. this is part of a conversation i had with someone over there

more updateyness: Erica Barnett will not be present at the meeting altho she still wants to ride with us. she has Q's about riding Stone Way & Fremont (particularly, I assume, during high-traffic times) that I just can't answer very well as I avoid that part of the city during rush hour. I'll bring some Q's to the meeting and pose to all then.

It looks like we have our route almost finalized, all we need now are dates, times, signs, flyers and...bicyclists.
