I keep seeing these painted flat black road bikes locked up on the street with downtube shifters... What are these? They look like bikes with a lot of possibilities because of the braze-ons and horizontal drop outs.

I would love to pick up something like this (or even an old japanese frame) for an internal hub.

Would any one have any leads on this sort of thing? or maybe of some upcoming garage sales?
