My friend had her apartment burglarized twice in two weeks. Each time it took the police more than 3 hours to respond. She was forced to wait in her apartment that had been broken into (once with a glass door that had been smashed) without touching anything to preserve any possible fingerprints, while the police took their time to respond.
I had the same thing happen, but the cop didn't even bother fingerprinting and pretty much told me there was nothing they could do. the big secret is the SPD is understaffed, and there's enough "real" (read: violent, real-time) crime to keep most of them busy. that's why it takes 3 hours to get someone to a bugurlary scene and why hardly anyone gets tickets (cyclists or drivers) for traffic infractions in the city.
what can you do? complain. a friend of mine had a cop tell them exactly that when he bitched about their response time. the cop said "complain to the department. the more they hear about it, the more likely they are to fix it."
