I can't find anything on the city's website, but I've seen the signal at Fremont and 80th, and it sounds from the description given that the city is creating a low-grade bicycle boulevard on Fremont Ave N from the current southern end of the Interurban Trail (at 110th) down to below 80th, by creating arterial crossings that only bikes (and peds) can use.
The poster mentions a continuous signed bike route from Shoreline to downtown, which I assume means across the Fremont Bridge and over Dexter, but I don't know the route around the zoo. The underpass under Aurora near Green Lake to Stone Way seems like the most painless through route to me.
If this all comes to pass, this would be the first section of the (north) Interurban Trail that I'd actually find useful.

The plan is to take the interurban south from Shoreline and connect it into what SDOT is calling a bicycle boulovard. They are planning a total of 4 (I think) stoplights that let cycles and pedestrians go through and force cars to turn along Fremont (and possibly Linden, I'll have to go check my notes), one route connecting to Greenlake and the other going down 8th to connect to the Burke Gilman Trail.
