This might be old news to some, but I got this email from SDOT yesterday. My response to them was that I'm not holding my breath awaiting the 9th Ave conversion OVER A YEAR FROM NOW. Oh, that's such "good news"...
"Thank you for your e-mail regarding the South Lake Union streetcar tracks. We share your concern for providing safe routes for bicyclists.
I have some good news to report regarding north/south bicycle travel in the South Lake Union area. In late 2008 or early 2009, we will be converting 9th Avenue N from a one-way to a two-way street with bike lanes. In the interim, there are other north/south options available including the bicycle lanes on Dexter Avenue N. You may want to visit our web site at http://www.seattle.gov/transportation/bikemaps.htm for more route ideas and other information.
We agree with your belief that riding between tracks is not advised and that where the tracks are in the curb lane, it may be advisable to ride one lane to the left of the curb lane. As a cyclist, you have the right to use this lane under this circumstance. As stated in Section 11.44.040 of the Seattle Municipal Code:
“Every person operating a bicycle upon a roadway at a speed slower than the normal and reasonable flow of motor vehicle traffic thereon shall ride as near to the right side of the right through lane as is safe, except as may be appropriate while preparing to make or while making turning movements, or while overtaking and passing another bicycle or vehicle proceeding in the same direction.”
The Seattle Department of Transportation (SDOT) is interested in installing warning signs as you describe along the streetcar corridor. At this point, we are having discussions about what the guidelines for placement would be. We are unaware of any rubber flanges designed with the constant use of a streetcar in mind. The rubber flanges we have tried in the past along active rail corridors were destroyed after a week of use.

I just want a bike lane, and for the city to not stack the deck against me and my well-being. They've made Eastlake, maybe the easiest existant route to the Udist and other points NE a 10 block death trap.
