There is a thread on this over at Cascade.
From the bellingham herald article:
LUMMI RESERVATION — A cyclist was hit and killed Saturday night and a Ferndale man was arrested on suspicion of vehicular homicide, the Washington State Patrol said.
Authorities don’t know the name of the victim because he wasn’t carrying identification. They’re awaiting a report from the medical examiner on his identity, said State Patrol spokesman Kirk Rudeen.
The man on the bicycle, who was riding north on Haxton Way just north of Kwina Road, was struck about 7:30 p.m. when a car driving the same direction veered onto the shoulder and hit him, Rudeen said. The cyclist died at the scene.
The driver, Kyle Johnson, 23, of Ferndale, was arrested on suspicion of vehicular homicide. He hasn’t been charged and was not taken to jail, Rudeen said.
The collision damaged the driver’s red 1993 Subaru Legacy, which was impounded, according to the State Patrol.
Alcohol doesn’t seem to be a factor, and lab tests will determine whether the driver was using drugs at the time, Rudeen said.
LUMMI RESERVATION — Officials are withholding the name of the man who was struck and killed by a vehicle on Haxton Way on Saturday evening, pending an autopsy today or Wednesday.
The man, whom Washington State Patrol troopers said appeared to be in his 30s, was riding his bicycle north on Haxton Way near Kwina Road when he was struck from behind by a vehicle driven by Kyle Johnson, 23, of Ferndale. State Patrol spokesman Kirk Rudeen said the victim was riding on the shoulder and wearing reflective clothing. He was not carrying any identification.
Rudeen said troopers believe Johnson was under the influence of drugs. A blood sample was taken and will be sent to the Washington State Toxicology Lab. It could be a month before test results are released.
Johnson was arrested on suspicion of vehicular homicide but was not booked into jail. Rudeen said it is left to the trooper’s discretion whether to book a suspect.
Whatcom County Medical Examiner Gary Goldfogel said officials believe they know the victim’s identity but will not release it until the autopsy confirms it and family is notified.
