RCW 46.37.380 only pertains to highways. I can't tell from Seattle's website if they have an ordinance that explicitly addresses car horns other than an ordinance dealing with false car alarms.

Reading the sound-off column for this article, I considered blaming the PI soundoff format for 'transforming perfectly normal people into assholes'. I'll admit that back when I drove, I sometimes honked with abandon. How easily I overlooked the impact of 100 decibel blasts on everyone around me.

For the sake of their feelings of righteousness, the horn law complainers on soundoff deny the harm their honking causes. If they don't want to consider people's interest in a modicum of peace, reciprocity mutes what we might otherwise hear in their complaining about the burden they feel from such a law.

All these honks issuing from locking cars still irritate me. A neighbor woke me up every morning when I should have been sleeping with his and her short horn blasts. Fortunately they've moved. If I locate one of these http://en.wikipedia.org/wiki/Air_horn
I might not resist answering such toots when I find myself within a few feet of any just locking up driver.
