Why in the HELL were the cops treating him like that!?!
So a dude wants to take way too many drugs, strip naked and bumble idiotically through the streets. You don't have to fuckin' abuse the guy. Give him a damn blanket!

Rule one as a cop: Take all reasonable actions to protect your life and the lives of civilians.
When dealing with someone that high, you have no idea what they are going to do. Clearly, you are trying to help them, but you first have to make sure they aren't going to hurt you or themself in the process of you trying to help them. He was clearly high enough to not be of any help to the responding officer regarding what he was on, how much he took, how long ago he took it, and why the fuck he was running around naked in a snow storm bleeding. The cop is pretty justified in putting him in cuffs on the spot and using force to do it.
The concern is what happens after the tape stops, which is when they have him under control and restrained. One would assume that he was stuffed into a squad car and carted off to a hospital on a 5150 hold till he comes down and can tell them who he is. Charges will be filed too, but it's not likely the officers parked the guy in a snow drift to cool him off.

if the guy was shy, upset, and asking for help nicely, im sure he would have been treated respectfully first.... but in his case he was unresponsive and instinctively combative, i would have cuffed him and chucked him into the car too. the cops new he was cold and wanted to restrain him before helping him(they talked about him probably being close to hypothermic). i didnt see them do a thing wrong.
you cant coddle a drugged out naked wacko.
