I'm actually not against licensing for cyclists on public rights-of-way. I think that it should be a lot easier than getting a driver license, since bicycles are much less dangerous to bystanders imho, but they do still pose a danger to pedestrians and other cyclists. To my mind, it would be enough to make it an automatic addition to a driver license, for licensed drivers, and available by passing the learner's permit test or something similar for unlicensed drivers.
A $25/year registration fee is dumb, though. I don't think that's enforceable.
I also think that people should have to be able to prove seat time in a 26,000lb GVW vehicle to get a driver's license. I don't think drivers have any idea how stupid they're being around trucks.
Not that I wouldn't miss being below the law when I'm riding my bike.

$2 hours of daily community service or you're not allowed to be seen or heard in public.
Can't be substituted by money or other goods.

Car licenses are there to make sure that the pilot of that death machine knows how not to murder everyone in their path, and we hope they use it. A cyclist figures out real quick how not to run into shit because that fucking hurts: Not so in a car. The problem is that the people you want to shut up don't research or think before they talk now. That won't change in the future. $25 isn't much money and the next time some number comes about about how it's going to cost $50,000 for some bicycle related improvement, those same idiots are going to be complaining about how they subsidize bicycles. Although subsidize is probably too big of a word.
I spent some time yesterday searching the internet and there's no shortage of valid and informed arguments against this kinds of lunacy. Granted that not all grumpy old men have figured out how to use the internet and tend to stand on their porch yelling "I would have gotten away with it too, if it weren't for you meddling kids and your internet!"
Most posts tend to cite a single source, Whose Roads from VTPI. That paper sites a number of sources though.

Every year I get one of these notifications that it's time to renew my tabs. In Maine you could only get a warning within the first month of expiration. I wish Washington either did that or would automatically update the address on my registration when I updated the address on my drivers license.

My favorite argument for licensing cyclists is because dogs and cats are required to be licensed so shouldn't cyclists be required to be licensed too! NO dumbass your dog or cat are required to be licensed because they are a threat to public safety if they contract rabbis or distempter. That is why you have to prove that poopsy and fluffy have had their shots to get a license for them, dumbass! But I thot it is was because if my puppy or pussy got drunk and got lost and couldn't find their way home and got picked up for drunk and disorderly, indecent exposure, prostitution, vandalism, littering, vagrancy, or creating a nuisance they would call me to let me know that they are in the pound waiting for me to bail them out. NO again dumbass.
