We didn't see that, but we did see this bicycle escalator thing near Shinagawa.
Here is another view of it. And a non-neoned Joby. I think this was how to get to/from the regular (non-robotic), multi-level, underground bike parking. There was an aggressive "don't park here" campaign up on the sidewalk.

I used a bunch of bike escalators very similar to those to get the loaded trucker around german train stations. Those things are a god send.
