Pearson, a English frame builder, has been doing this for a while, although not with tape. Their Audax bikes are built with a reflective fiber embedded into the carbon weave... but the expanse of reflective material isn't anywhere as extensive as that bike above. Pretty impressive.
The audax bikes are pretty sweet though. Basically imagine a mix between a Long Haul Trucker and a nice race bike. Three sets of rack eyelets for bar bag/front pannier/rear pannier, and the carbon SKS fenders and 700x35 tires are standard too, which is a nice touch.

I think they need a new approach. How about genetically engineering bamboo so that it glows in the dark?
