stripped, primered about 4 layers, white base coat layer, 4 or 5 blue coats, and a clear coat on top of it
it isnt the strongest paint in the world, but it seems to have worked pretty well. and all the spots that i thought were troublesome smoothed out really well when i started putting the color coats on
im going to ride her on thursday, hopefully it wont be pouring too much

No worries. Your wheel looked way worse than it actually was. The fact that I was able to true it without swearing (much) and holding either a beer or my daughter should attest to that.
One of the things forgot to tell you (but did do) was after you get done working on a wheel, it's always a good idea to stress it.
I can explain the physics of this if you are curious, or you can just accept the fact that it's a good idea.

Thanks ya'll for brining the brewskis. Fat Tire used to be a really good beer. I mean it used to have much more body and flavor. But now that it is effing everywhere it is much more of a tame beer. Redhook IPA used to be good but got really watered down. I like IPA and Stout you asshats. I want my beer wild like my women! Did I say women, I menat WOMAN. PBR is to beer what Vanilla Ice is to Rap music.
Here are the type of beers that will get you the best bike repair.
Anything from:
Stone
LaConnor
Bison Creek
Fish
Belgium
Sierra Nevada
etc.
or anything with the label IPA or STOUT except Guinness or Red Hook.
I will get you all trained!

Yeah, my favorite beer of all time is green PBR on St. Patty's day.

If you sweat a bunch and and drink tons and tons of water, you can make your self sick. You need a beverage that's mostly water, but also has some carbohydrates and minerals.
PBR isn't beer, it's a quality sports beverage.

I'm all about the stout (Bison Chocolate or Sheaf Stout) or Glenlivet. Have an 18 year old bottle at home I've been slowly working on.
Can't do foo-foo girlie drinks. If I'm drinking hard liquor, I need to taste the alcohol. Otherwise, alcohol stops being a mood-enhancer and becomes a general anesthetic/emetic.
