It's not a law, I believe, but a Seattle Parks rule, dictated on high from Nickels.

Not that the City Council wouldn't pass it if it came up.

Incidentally, it doesn't apply in Seattle Center because the Center is not run by the Parks Department. So the impetus for this rule (the shooting at Folklife last year) is not covered.
