FWIW, IMHO... gloves --> more important than helmets
Every now and then, I’ll do a short ride without a helmet ... like around my neighborhood, or even for the short ~2 mile ride from my house to the stadiums. But I pretty much never, EVER get on my bike without gloves... And usually, full-fingered gloves, except for the hottest days of summer when I’ll wear fingerless for maybe a short ride.
All I know is: of all the bike crashes I’ve had in my entire life, only about two or three of them involved ANY kind of head impact ... however, about 99% of them involved some use of my hands. And I sometimes wonder if having the confidence of good burly hand protection on can, sometimes, make the likelihood of a head impact less.
Discuss.
(note, this wasn’t inspired by any current events… just something I’ve been meaning to say for a while.)

I hate gloves and will only wear them if I'm afraid my fingers will freeze off.

People should always wear helmets. I think the city should increase the fines for cyclists who don't wear them.

Because wearing gloves is SOOOO MUCH MORE important than wearing a helmet.*
*when you get hit and your brains are splattered all over that windshield, do not fret! your hands are still in tip top shape thanks to those gloves!

Anyway... point being that it is a good idea to have full fingered gloves, even in addition to a helmet.

That's what we call "small statistics." Many people go through life without smacking their head against the ground in a bike accident, and most go through life without getting a brain injury (or the death) from same. In a similar vein, most people don't get in a horrific car accident wherein a seatbelt would be useful. But some do (both bike and car accidents, as people on this forum can attest to).

I'm not an actuary, but I think they evaluate risk as some function of (Probability of Occurance) times (Repercussions). ummm, what was my point? oh yeah, wear your seatbelt, wear your helmet, and wear your gloves if it's cold.

To jump into the fray here... actually you can do a lot more damage than that. A very minor and low speed fall onto asphalt or concrete can damage nerves in your palm and tear up your knuckles something fierce. Bicycle stigmata. I've talked to lots of people who had 5 mph falls and ended up with nerve damage that took a year or two to heal.
I'd still sooner go without gloves than a helmet.
