Does anyone have any wet-weather pants they recommend other than just raiding Goodwill and Value Village for wool dress pants? Those work okay but I'm thinking I'd like something a little better suited for long rides when I know it's going to be bad the entire time, like Bike Sabbath.

If you don't like being wet and warmish (wool) you can try being dry and sweatish. The full zip is awesome for getting them on/off over a shoe+bootie when you come to a stop someplace.

I picked up a pair of the Swobo wool 3/4 tights last winter off Bonktown and they're great for longer winter squid rides. I actually like the chamois, when normally I really don't care for chamoises at all (it's thin and Italian).

Lots of companies sell full and 3/4 tights without a chamois which can be worn over squid shorts or by themselves. Tight fitting stuff is nice on longer rides; it keeps you warmer and more comfortable than the more flappy stuff.

I avoid shell type stuff mostly, but I were to buy shell rain pants I'd get the Showers Pass ones. They look spiffy.

Ibex El Fito pants/tights are great. They are wool and the front has a water resistant nylon layer bonded to it (their brandname for that is Climawool). I like them in the vein of "stay warm and pretty dry", not stay bone dry.

Avoid rain pants with two layers of cloth (like goretex outer, mesh inner), they tind to climb up your thighs when riding.
