SMC 11.44.080
Overtaking and passing on right.

The operator of a bicycle may overtake and pass a vehicle or a bicycle upon
the right only under conditions permitting such movement in safety.
(Ord. 108200 Section 2(11.44.080), 1979.)

The ticket should say what stature you were violating, was it this one? The back of the ticket should have all the information you need about paying, asking for mitigation, or contesting it.

Also, rules for traffic court/tickets:
http://www.courts.wa.gov/court_rules/?fa=court_rules.list&group=clj&set=IRLJ

Did you sign anything? Do you have a copy of the report the police filed?

I would just check the contest box, send it in and wait for your court date. Bring the details for that law, the contact info for that lady, and any other details from that day, and dress nice.

Unless your judge is in the middle of eating a baby, I'd expect they'd throw out the ticket.

Fight that shit! Next time try to settle with out dealing with the cops and insurance. Like, Yo. Just give me a hundred bucks now to replace my wheel and your insurance won't go up!

Lets say it was the other way around. They got the ticket. You should show up at their hearing to be witness for the proscouter. You don't want to go up on the stand to be a witness, but just by showing up. If they plead guilty to the ticket you will not be a witness. If they plead not guilty Do not testify, just leave. The goal is to get a guilty for their traffic ticket. Makes it easier to win a civil suit.

Not legal advice. Because Messengers Can't give legal advice. Just what I would do.
