Ok, I just did some serious googling and made some phone calls. There is little to no info online regarding this, but after speaking to someone at the Coast Guard, here is our legal requirement:
When we are ready to depart, we need to contact the VTS on Channel 12 and inform them of where we are crossing the ship lane and at what time. Once we are clear of the ship lane, we need to radio in that we are clear.

Anyone looking for a ride out to the island?
My boat is just about ready to go, this will be her madien sail.
I'd like to have a couple people onboard as this will be my 1st sail on the new boat and it might be a bit much to handle solo.
I'm leaving from the 1st ave bridge, we can meet there, or I can swing by Harbor Island, West Seattle and you can jump on.

Fred -- We have one spare kayak carrying slot on our car if that makes getting a kayak to Alki easier for you. We don't have a spare kayak though.
Justin and Kristen: Are the two of you still planning on borrowing the tandem? We should figure out logistics of where to meet on Saturday and what time. It would be helpful to have at least one of you help us load kayaks on the car(s).
Derrick: What time are we launching, and what is the launch location?
I'm glad we are doing this in July instead of Juneary.

this location has worked well in the past. straight line of sight to island and parking is open for as long as we need

Justin, I just got the greenlight for sailing adventures as long as I can be back downtown by 1700 on sunday. I'll meet you at the 1st Ave bridge, but you'll need to provide google-maps to your dock.

You know the ped/ bike path for the 1st ave bridge? I'm right next to that. I'm on the north side of the bridge. Google maps says it's Front street, but it looks more like a gravel drive way. In the map you can see the empty slip, that's mine. There is a locked gate. My Jeep will be there, it's painted Camo, can't miss it.

Quick question on the tandem, though - what is its gear stowage space like? Would gear need to obtain passage on another boat or does it have hatches?
