I agree. Don't fight them unless you think you can u-lock their neck to the bike rack. After that, I'm not sure if you should bother calling the cops.

++ this idea, and somewhat marginally less to Joby's idea.
If the bike's had to move and they KNOW it's stolen, they're not going to stick around for a cop to show up to straighten things out. If they legitimately own it, they'd put up a bigger fight.
