I walk or ride past those courts on an almost daily basis, and can count on one hand the number of times I've seen those courts actually being used to play tennis. But maybe it's because the ball doesn't bounce right, and you can't see the lines.
On dodgeball or bike polo night? Those courts are filled.
For the record, I don't play any of the three sports in question, nor have anything in particular for/against any of the sports or the people who choose to play them (except for Norman Frey, who seems like a total douche).
I think the article and comments have already said most of this, but: it's public facility, and it is being utilized (if not in the originally conceived manner) by dodgeball/ bike polo. It is being underutilized by tennis players.
If it is really so important to Norman Frey that he get to play on courts that are tennis only, then perhaps he should play indoors; a private gym or country club seems right down his alley. Cal Anderson is for weirdos, hipsters, and bike gangs anyway.

Remember in the 80's / 90's when snowboarding was becoming popular, and many resorts refused to let them on the slopes, because they would destroy all the moguls or something?
