There's also the section that "Connects to Existing…" points to — they're going to route it directly underneath the 12th Ave bridge on what looks to be a long retaining wall:
and add a totally new trail to get down the hill to the WSDOT access road, which is getting streetlights:
The rest of it gets kind of weird and hard to figure out:
The orange loop at the left under Holgate seems kind of pointless and doesn't show up on any other plans.
From what I can tell the magenta squiggle will be elevated overpass — climbing up and over the I-90 onramps and then looping over and under the I-5S onramps to get down to Airport & Brougham. It's not clear to me whether this "Phase 2" section is actually up for bid now, or just the basic Hobo Trail connection and improvements.
The only potential new Juggalo party zones I see are the lot underneath the I-5S onramps and the spot underneath the 12th Ave bridge.
