I need to use some old French stuff-stems, bars, etc. and I was wondering if there is any way to heat treat these pieces at home for greater integrity and strength. I don't know if these particular alloys are heat treatable, I don't know if I can do it at home effectively, and I don't know if it will make any difference even if any of the above are affirmative. Does anybody know??

I'd stay away from doing it, even with the machine shop and heat treating stuff we have at school. You could take it to somewhere like Seattle Heat Treaters, but without knowing the alloy, there's not much you can do.
Also, aluminum parts move a lot (especially big stuff like handlebars) when heat-treated, so some straightening may be needed afterwards.
You could post this on rec.bicycles.tech, you might get better advice there from people who know what that stuff is made of.

I went to the supplied link and I found that things are probably not as easy as I had been led to believe. I guess I will deal with the ancient Al when the time comes.
I don't ride with you'all, and I haven't been riding too seriously with any groups. This is mostly because I am slowly recovering from back surgery, and the pre- and post- surgery inactivity that I went through. My cycling is only slowly coming back.
I found out about you second hand, and I check the board out every so often.
