This project gets funded because U Village paid for it (mostly).
The stuff on 30th NE is solid and long-deserved. I refer mostly to actually installing sidewalks approaching the east U Village entrance, which the city should have made those assholes pay for long, long ago.
The right turn signal from Blakely to 25th should correspond with the left turn signal for northbound 25th. This would make the signal behavior exactly match that of the BGT at 15th Ave NE/Pacific.
The leaning rail is stupid, but there are lots of cyclists that use this intersection.
Finally, there should be no bike signal to cross 25th. Every goddamn crossing of the BGT at a signalized intersection should automatically trigger the 'walk' light every goddamn time. The button should be permanently pressed.
[Note: I'm mostly thinking of that stupid signal at the west end of the Ballard Locks parking lot; as far as I can tell, the 25th/Blakely light always triggers, and the buttons are just toys for the cyclists to play with.]

I don't really have a horse in this race but I wonder if they are just looking for a way to improve the structural integrity of the crossing button/post.
I always tend to stay clipped in at that intersection and lean on the button post with my arm. I vaguely remember it being a bit wobbly from people using it for the same purpose.
Of all the improvements to the BG it seems like repaving should be priority #1 for safety in that area. (I realize that U-village probably wouldn't care to pay for this)
Also, a better long term solution to the crossing button would include installing some sensitive inductive loops a hundred feet before the intersection so when you arrive at the intersection the light will already favor your crossing.
Also, this might be a good time for some PR on triggering a light with your bike. Do you guys already know about these loops? If not, get your learn on:
