there was something about a "vulnerable road users" bill a little bit back.
As far as my understanding these laws provide mandatory punishments for drivers convicted of negligent driving causing injury, but a driver still has to be charged/convicted (so they ain't gonna solve police apathy/people not getting cited at all).

I barely remember some text on the internet stating after that WA state bill was voted to be law, it's more harsh for car drivers in these situations in New Jersey.
