I second the "well, it is a time trial bike" areo everything is par for this type of bike, they are extreme in the sense that they are designed for a specific type of racing but the seller isn't billing it as a touring bike or something.

And for the record this is a trials bike

$400 for a rattle-can painted, not in perfect shape, chips in the paint, scratches and dents on the rear wheel and wheels need to be trued track bike?

Not In Perfect Shape, but completely ready to ride. Chips in the Rattle-Can Paint, some scratches/dents on the rear Wheel. Wheels could stand a trueing, but they are completely ridable. Street Veteran Bike, City bomber. Needs a new home.
