Adam and Chris speak reason, watching craigslist/ebay is a great way to get a good deal and spend the difference on all the accessories you could want.
On the other hand, if your parents or somebody like that is buying it for you, lots of places are having big end-of-year sales. Because last year's model is just so out of date in the bicycling world.
Sheldon Brown of course provides plenty of inspiration when looking for old frames. I've used his page to get ideas on brands I otherwise wouldn't have thought to look for.
For new bikes, look into cyclocross frames as well. There's more selection, and they do pretty well for light and medium weight touring.

ive been pretty happy with the kona cyclocross bikes as a low cost tourer. my jake model has enough eyelets for rack/fenders, and tire width options to get me most anywhere id like.

Bump.
Starting to think about getting a more touring specific bike and selling the ol' Davidson. Got some questions.
1) Would you agree with Snyd3282 that Volpes are good for most 500-ish mile tours? (Probably gonna be checking out a Volpe tomorrow morning.. Craigslist find.)
2) Only reason I sorta don't like the Volpe is cause of the damn STI shifters. And the main reason I've never liked STIs (and their mtn bike counterparts) is that I've always had this gut feeling that they're (A) trickier to adjust and maintain and (B) really prone to getting outta whack if they get bumped real hard or whatnot.
So is there any validity to all that, or am I just being like . "paranoid", if that's the right term?
3) Besides the LHT, what other touring bikes, or semi-touring-bikes like the Volpe, come with bar-end shifters .. *and* are good for about a week-long tour .. *and* go for under $1000? (haven't found anything like this yet, and .. and I'm hoping to not become "another LHT lemming" ;)
4) Got something like this for sale, in about 55 or 56 cm?
5) Wanna buy a mid-80s Davidson?
6) Is it true what I hear that LHTs are Serious Business?

The Novara Randonee retails for $950, when REI isn't sold out. It does come with STI, but like Alex says, any bike shop would be happy to trade you $300 worth of STI levers for $150-200 worth of barcons and aero levers and this probably includes the REI where you get the bike.
