That's actually a fairly difficult problem if it needs to stay nearly concentric with the bolt circle. Someone with a powerfull drill press or milling machine might be able to do it with a hole saw. (We have one, but it's taken apart right now.) For even more accuracy, it could be bolted to a faceplate on a metal lathe and bored out.
However, if it doesn't really matter how chewed up the hole gets as long as it fits over the hub, then you can just go at it with some kind of small grinding tool, like a die grinder, or even a dremel.

Can someone pls explain wtf is going on in the picture Derrick posted? i've been trying to puzzle it out, but can't figure out what I'm looking at. Bizarre braking mechanism? Ghetto-internally-geared hub? Electric assist?

2 chain drive system. one on the right side powered by pedals, the alternate one on the left side (with the problem cog) is powered by an 80cc gas engine.
ive got the entire thing built and ready to fire up, just waiting on this cog to get bored out.

What's the rule of the law for this beast? It's motorized, do you need to license it?

You're technically supposed to have a license for anything above 49cc...
