WTB: big silly cruiser bars Fix it, repair it, how do I do it, what's the best part to use, and now: how do I get there?

...to be installed on my roommate's Nishiki mixte. The sap who had the bike before her chopped the bars down into these ridiculous little fixter stubs. They are uncomfortable.

I put drop bars on it, but the thing is really meant for cruiser bars and a basket. Which I'm sure one of you have sitting in a corner somewhere.
