I have friends (mostly female) who show up to late spring rides (temps of 50+) in long tights, wool socks, and booties. Probably a circulation thing.
I wear cotton ankle socks and sneakers, always. I haven't worn long pants in weeks, and don't think I'll wear long pants while riding until the temperatures drop into the low 40s.
Different people's bodies work in different ways. Layers are good. Wool is good. Fenders are good. Having a change of clothes at work is good. I think a light, waterproof shell is essential around here, not for bike riding, but because I tend to walk around a bit outside even when I'm not riding my bike, and not getting my next layer soaked through is good. Just make sure it has those armpit zippers.
P.S. If you're not made of money, pick up a couple of wool sweaters at Value Village.

I got my yellow fenders at Wright Bros, and I've seen them there recently.
