Those older miyata touring frames had straight gauge tubing and hi tensile forks...in other words the bike will be quite heavy before you even load it with gear. Also, unless you're planning to have some expensive frame work done you're stuck with 27" wheels since the canti bosses are too high for 700c rims.
It's still a good bike, but consider it's limitations before you think $250 good.
Then again, I could be wrong about the frame material...
