You might want to look for 650c wheeled bikes (as opposed to 700c). The head tubes get very slack (~70 degrees)on small frames with big wheels. Most road frames have a ~73 deg head tube angle.

You might get some ideas about potential frames here.

Monie, what about the Iro Heidi? Niki at Mobius loves building these things up. Seriously, every time I go in (with my damned all-rounder touring rig!) she talks about it. Course, she could sell you the sun, moon, stars, and convince you that you would not be complete without them, while smoking a bowl and proffering beer. Have I mentioned how awesome she is?
