I recently replaced my brake cables and somehow managed to loose a rubber gasket thingy that keeps the barrel upright. As you can see in the picture its very sad looking now. Any ideas for dealing with this or finding a new rubber thingy? I have tried wrapping the barrel in electric tape.

You'll lose the quick adjustment but you could put a small nut on either side of the and tighten them down so they pinch that upper arm on the caliper.
Did you try looking harder for the piece?
I know this stupid piece you are talking about. If you want to pay the man you'll probably find the piece at ABR. It may also be cheaper to buy a new brake.
Or you can see if Kevin will sell you his, that was mine, that is on his IRO.

ive asked at the counter for misc brake pieces before and they've just given them to me.

I broke a return spring on one of my brake calipers a while back and it was a day long hassle to find a replacement spring. Finally, one of the bike shops I frequent had an identical caliper (different brand name though) that was missing a lot of other stuff, basically useless, but had a return spring.
I'd go a similar route for finding weird and random caliper parts.
If the river was whiskey I'd turn myself into a duck, I'd dive to the bottom and never come up.
