Looking for a couple things:
80mm 26deg clamp 1 1/8th stem, rise is negotiable
80 or 90mm 1" quill stem, lots of height. Something like a Periscopa or Technomic would be grand
40, 42, or 44cm Salsa Bell Lap bars. These are ergo bend, mild flare, drop bars. If you know of/have similar bars I'd be pleased to hear it.
Tektro R100 brake levers. Like the R200, but smaller levers for smaller hands. Model is stamped on inside of lever. Also sold as Cane Creek and a couple other brands.

Torrey, will they be on permanently? I put a set on Emily's bike 8 years ago and they are going strong.

EDIT: maybe this is what you meant by not ready for full metal ones (PDW fenders, I assume), either way leaving this here for others to reference.

Split-fender technique at the rear brake bridge and front brake. Rack strap fender to cable guide under BB. One wrap of old inner tube+zzip ties at fork tips. P-clamps at rear dropouts.

I have a Jim Blackburn front rack that came off a 1983 touring frame (assume it was that era because it has the Jim on it) you can have. Not as fancy as the ones you posted up but no doubt vintage cool.

You just need to come down and pick it up.
